The Development Academy of the Philippines, the implementing agency of the National Government’s Career Executive Service Development Program, selected Dr. Renato E. Salcedo, Acting Director of the Public Relations, Publication, and Information Office and concurrent Director of the Presidential Management and Liaison Office, to be one of the scholars of the Public Management Development Program Middle Managers Class Batch 29.

After undergoing three phases of rigid evaluation such as online examination, essay writing, and panel interview,Dr. Salcedo was chosen by DAP as the University’s very first Public Management Development Program scholar.

The Middle Managers Class aims to transform division chiefs, promising section chiefs, and high potential specialists into development-oriented, peak performing and future-ready leaders in preparation to a post in the Philippine Career Executive Service. The MMC Class Batch 29 will be composed of at least fifty (50) middle managers with salary grades ranging from 18 to 24 from different national line or attached agencies, constitutional or legislative offices, government-owned and controlled corporations, and state universities and colleges in the country.

The full government scholarship has a duration of 12 months composed of 6 months of intensive training and a sensing journey in a rural community. The second half of the program includes the preparation and implementation of the capstone project that aims to address agency or customer-specific concerns and opportunities. Successful implementation of the capstone project and the subsequent approval of the final capstone project report will lead to the granting of the degree Master in Development Management to the scholars.

The Middle Managers Class curriculum is composed of subjects clustered around governance and development, strategic public management, and personal efficacy, and leadership.

The steering committee of the NGCESDP is composed of the heads of the Career Executive Service Board, Civil Service Commission, Department of Finance, and Department of Budget and Management and chaired by the National Economic and Development Authority.
